On Halloween, Gotham City's mayor is murdered by a serial killer known as the Riddler. Billionaire Bruce Wayne, who operates as the vigilante Batman, investigates alongside the Gotham City Police Department. Batman and police lieutenant James Gordon discover that the Riddler left a message for Batman and that the mayor had ties to a mobster's nightclub. Batman questions the nightclub's owner and learns that the Riddler has kidnapped the district attorney. 


The Riddler challenges Batman to solve riddles to save the attorney's life, but the attorney ultimately dies. Batman and Gordon deduce that the Riddler may have been an informant for the police, and track him to a drug deal. Batman captures the Riddler, who reveals that he holds a grudge against the Wayne family. The Riddler escapes and kills a corrupt police commissioner, and Batman brings him to justice.
